A word to the wise: if one is trying to effect change and progress in a region which has seen precious little of same, the way to do it is to establish strong institutions that will outlive any one man.
Establishing an electoral hegemony shouldn't be part of it.
This is on the agenda in Bolivia, too. The new constitution is going to include provisions for the "indefinite" reelection of presidents.
