Former Mexican President Luis Echevarria has been indicted for genocide, but a judge has thrown the indictment out.
I'm with Josh Marshall and David Holliday on this. I don't think that this rises to te level of genocide. Echevarria has much to answer for, including the Tlatolelco Massacre when he was interior minister, but I think that referring to this as genocide is overreaching.
It's worth noting that when Pinochet was arrested in London in 1998 and Spanish Judge Baltazar Garzón was seeking his extradition, one of the charges that was levied in Garzón's indictment was one of genocide. It was also the only charge that then Home Secretary, Jack Straw struck from the extradition request when he approved it.
